Animal Cruelty Bill Reintroduced into House


Following passage by the Senate of the Preventing Animal Cruelty and Torture Act, the House has reconsidered the bill which was blocked by the former Chairman of the House Judiciary Committee. The bill would punish wanton cruelty as a federal felony offense with a penalty of up to seven years imprisonment.

Obviously the bill is intended to prevent egregious and wanton cruelty, but includes in the definition "suffocation". This may conflict with the application of carbon dioxide or foam for mass depletion of flocks in the event of a catastrophic disease. It is hoped that a suitable exemption will be incorporated into legislation before final passage.
